3D Tiles Performance Regression

This was brought up on the forum.

This 1.53 Sandcastle is the BIM tileset, zoomed in on a particular piece. I'm getting a ~25 fps on that once fully loaded (no camera movement or anything).

In this same Sandcastle running on 1.52, I'm getting ~44 fps.

Are others experiencing similar results? If so, perhaps @loshjawrence this is something to look into?

Tested this on Chrome 71/Windows 10.

@lilleyse looking at the changelog for 1.53, not a ton changed. Would this be related to IBL?

Marking this priority - high. Dropping for 44fps to 25fps is pretty significant.
