The Identity pipelines are timing out sometimes. During nightly builds, this is more consistent. Thanks to @praveenkuttappan , I was able to see that the Identity pipeline is building 104 dependent projects, and together they add to more than 60 minutes of tests. This issue is to reduce the number of packages that are built and tested for the Identity pipeline.
Since each package using Identity runs its own tests with Identity, having all of the dependent packages run their tests on the Identity pipeline doubles the number of times the same set of tests are executed. I strongly believe it should be ok to reduce the number of tested packages on the Identity pipeline.
This issue is about doing a change similar to this one: #17290 — I believe the same list should be fine for Identity as well.
