chore(avm-simulator): cleanup, tags as first instruction constructor args

By moving tags to be the first instruction constructor args, the class definitions more closely line up with the instruction set. It also makes integration with the transpiler easier even before "flags" have their own mechanism in TS.

This is kind of a "setup" PR. I'll stack the transpiler changes on top of this.

Each tx consists of a batch call to create_note and increment_balance, which guarantees that each tx has a private call, a nested private call, a public call, and a nested public call, as well as an emitted private note, an unencrypted log, and public storage read and write.
