Steps to Reproduce

Make sure Site Verification is enabled in Jetpack > Settings > Traffic.

Then:

1. sign in as an Editor level user
2. go to Tools in the menu (/wp-admin/tools.php)
3. click the link (/wp-admin/admin.php?page=jetpack#/traffic) within the message: You can verify your site using the “Site verification” tool in Jetpack Settings.
4. view blank screen, since Editor does not have access to Jetpack in the wp-admin menu and does not have their WordPress.com account connected

A clear and concise description of what you expected to happen.

The link to Site Verification Tools in Tools > Available Tools should not be visible to users with the Editor role.

What actually happened

The link is visible to Editors, and clicking it takes you to Jetpack > Dashboard.
