Upgrade Decidim-Barcelona to 0.28.4 using the @ajuntamentbarcelona fork. The branch
bcn/0.28-branchincludes some backported functionalities inside the 0.29. Since we can't upgrade to the 0.29 right now, we have to backport those funcionalities to the 0.28 in order to continue working with the modules that have yet not being upgraded.The
