Per bower/spec@0b34d2b > * Use source files with module exports and imports over pre-built distribution files. (See also the example given in the spec; the CSS files aren't included, but the main SCSS file is.)

Per bower/spec#43 / bower/spec@0b34d2b, which has finally brought clarity regarding
main. In particular:Also, in the spec's example, the CSS files aren't included in
