The ctags command should be able to run anywhere, since it doesn't actually require a Drupal install to run. For example, I download a huge module outside of a Drupal install in order to evaluate it, I should be able to generate a tags file for that module.

I had to remove some of the success message since the site install path isn't known anymore.

This requires changing the drush bootstrap level to DRUSH_BOOTSTRAP_DRUSH since
we can't rely on a Drupal install being present.
