Create a simplified and friendly TCP/IPv4 API for Zephyr.

This layer will be on top of the current TCP/IP stack and will be replaced in future versions with the new TCP/IP stack.

We are using this library to implement GH-1969 (NATS/TCP), GH-1970 (MQTT QoS/TCP) and GH-2045 (DNS client/UDP).
