Summary:
This diff -
1. Adds polkit installation in the provision command.
2. Added requiretty for yb_user.
3. Moved around disk permission from Configure_OS to yugabyte module so as to ensure yugabyte user exists.
4. Minor fix related to config check.

Test Plan: Manually tested the YNP installation.
