Summary:
This diff mainly fixes the bootstrap while creating the second bi-directional xCluster configs.

This diff also fixes the issue of xCluster table metrics on bi-directional replication as earlier we have table UUID as the key. But, in the case of bi-directional replication, one table could have different metrics for both configs. So, we will have table tableUUID and config UUID as key labels.

Test Plan:
Tested manually by creating bi-directional replication and verified that bootstrap did not occur while creating the second config.

Also, verified that metrics are triggered separately for the same table from both bi-directional xCluster configs, and alerts are fired for both universes.
