Summary: Add pre-check for minimum version for db scoped replication to `2024.1.1.0-b49` for stable release and `2.23.0.0-b394` for preview release.

Test Plan:
Create source and target universe with versions:
a) 2.23.0.0-b393
b) 2.23.0.0-b394
c) 2024.1.1.0-b48
d) 2024.1.1.0-b49

Add sample tables and validate that a) and c) will through an exception during db scoped DR config creation, while b) and d) will succeed.
