Summary: Implement jobs tracker along the lines of task_tracker to keep track of user-initiated jobs. Backfill is the only user initiated "job" that is plumbed through. We can later extend these to other user-initiated/long-running operations. Test Plan: launch backfill and check master:7000/tasks Images added in comments Reviewers: bogdan, karthik, rahuldesirazu, hector Reviewed By: hector Subscribers: ybase Differential Revision: https://phabricator.dev.yugabyte.com/D8090
