long running user tasks like backfill should show their progress at master/tasks.

related to #448 .
similar to #1145

Summary:
Implement jobs tracker along the lines of task_tracker to keep track of user-initiated jobs.

Backfill is the only user initiated "job" that is plumbed through. We can later extend these to other
user-initiated/long-running operations.

Test Plan:
launch backfill and check master:7000/tasks
