[BACKPORT pg15-cherrypicks] Bumping version to 2.25.0.0 on branch master

Summary:
- version.txt
   - yb master d3dd4f7 updates the version from 2.23.1.0 to 2.25.0.0 while pg15 f486454 changes the last digit from .0 to .1500.

Why does it say .1500 when the code is .1505? This branch is for helping with the actual merge, where it will be .1500. But as a different branch this branch cannot have the same version number for infra reasons.
