[CPU][ARM] Fix indices in ACL Interpolate executor (openvinotoolkit#2…

### Details:
- Because of incorrect height and weight indices `is_upsample` variable
is initialised incorrectly and NHWC is not selected, that leads to
additional reorders in `octave-resnext`.
