Merges the changes from the 1.63.1 into the develop branch.

To test: Verify the gutenberg ref matches the merge commit of the Gutenberg 1.65.0 PR: 7e67982dd058798ed4db77fed0c2cd529eeb461b

PR submission checklist:

  • I have considered adding unit tests where possible.
  • I have considered if this change warrants user-facing release notes more info and have added them to RELEASE-NOTES.txt if necessary.

These erroneous removals occur due to a parsing failure. We have fixed
the issue, but must await a new version of the WP CLI to receive the
fix. In the meantime, we must manually revert this automated removal
that occurs in the release script.
