Story block fails to preview and play videos

Describe the bug
The Story block frequently fails in various manners when including a video in the Story media. E.g. missing poster/preview images, failure to play video, preview image misalignment.

To Reproduce
Steps to reproduce the behavior:

1. Open the mobile editor.
2. Add a Story block.
3. Record a video or upload existing videos.¹
4. Note the Story block does not display a preview of the video with a poster image. When editing the media for a Story block, the video itself does not load or display a poster image. Occasionally, the Story block editor displays an error on Android: "An error occurred while playing your video."

Expected behavior
The Story block should display a poster image for videos. Editing the Story block media that contains a video should display a poster image or the video itself within the Story block editor.

This issue might be related to #5497. I tried on a public site and when editing a Story block the video seems to load, but I confirm that the poster image does not display.
