Incorrect Format Toolbar state after deleting part of text #2337

Describe the bug
During fixing issues that were related to the formatting in rich-text i found that sometimes the state of them is not correct.

To Reproduce
Steps to reproduce the behavior:

Add paragraph block
Type some text
Select some formatting
Type formatted text
Remove formatted text
Type new text
The formatting buttons are selected but the styles are not applied

Expected behavior
I'm not sure. Format buttons should be unselected or styles should be applied to the text.
