[Notification] - Can't scroll notification when on landscape mode

Expected behavior

When on landscape mode, the first time you click to view the "You've finished the Next Steps checklist" notification, the screen is not scrollable.

Actual behavior

User should be able to scroll when on landscape mode.

Steps to reproduce the behavior

1. Complete a Next Steps tour and get a notification
2. Change phone to landscape mode
3. Click on notification and attempt to scroll - See that user can't scroll
4. Select the previous notification
5. Go back to the first notification
6. See that user can now scroll on landscape mode
