Expected behavior

When a user submits a post for review and the upload fails, the post list item should show "Retry" button.

Actual behavior

When a user submits a post for review and the upload fails, the post list item shows "Submit" button.

Steps to reproduce the behavior

  1. Log in as contributor
  2. Create a draft
  3. Click on Submit and turn on airplane mode before the upload finishes
  4. Notice the item in the post list contains "Submit" action instead of "Retry" action
Tested on [device], Android [version], WPAndroid [version]

Emulator Pixel 3
