The transformation and the code both look good to me. I just have a concern about the loading placeholder but it doesn't relate to this PR so I'm preapproving this.
- When users select a filter, the block shows the placeholder immediately, which IMO, is unnecessary.
- The problem is worse if the rating block is used on the shop page where changing a filter will trigger a page reload, in the attached screencast:
- When users select a filter, the placeholder shows.
- The placeholder then disappears but the page reloads right after that.
- After the page reloads, the placeholder shows up again as expected.

This PR provides a block transform for the legacy rating widget.
Prerequisites:
In order to test this, you'll need to add the above-mentioned legacy widget in the Widgets screen. This PR is also hiding that widget as an option for the user (as we want them to use the blocks instead). The easiest way for you to make them show up for testing again is probably to just remove the following line in
