Active Filters block: Clear All button doesn't work with Plain permalink

To reproduce

Steps to reproduce the behavior:

1. Go to Dashboard > Settings > Permalinks.
2. Ensure the Plain option is being used.
3. Add Active Filters block and Filter product by Price to the Product Catalog template (Block theme is required).
4. Go to the shop page on the front-end, change the price filter to make it appears in the Active Filters block.
5. Click the Clear All button.
6. See the page redirect to the home page.

Expected behavior

Clear All button should work with any permalink setting.
