Bug Description:

For Storefront theme, "Start shopping" button padding is inconsistent on Mini cart drawer.

Environment:

Woocommerce Version: v.7.9.beta.2
WordPress version: 6.3-beta2
PHP version: 7.4.33

PC:
Windows 10
Chrome(Version 114.0.5735.199)
Firefox (Version 114.0.2)

Steps To Reproduce:

1. Create any test site.
2. Install and activate all the required plugins
3. Active storefront theme.
4. Go to Appearance > Widgets.
5. Add the "Min Cart" block.
6. Go to "Shop" Page.
7. Open Mini cart drawer
8. Observe that, "Start shopping" button padding is inconsistent on Mini cart drawer.

Actual Result:

For Storefront theme, "Start shopping" button padding is inconsistent on Mini cart drawer.

Expected Result:

For Storefront theme, "Start shopping" button should display properly with padding on Mini cart drawer.

Isolating the problem (mark completed items with an [x]):

• I have deactivated other plugins and confirmed this bug occurs when only WooCommerce plugin is active.
• This bug happens with a default WordPress theme active, or Storefront.
• I can reproduce this bug consistently using the steps above.
