Python 3.9 is not supported yet, and 3.6 could reach its EOL soon.

3.9 and 3.10 (the beta version for now, but it will be updated to the stable release soon) are available using a new spec https://docs.readthedocs.io/en/stable/config-file/v2.html#build-beta-specification, basically version: 2
