Failed assertion when structured cloning a TypedArray view of a SAB

It seems like this was missed in #2518.

• At least two implementers are interested (and none opposed):
  • Chromium and Firefox already implement this.
• Tests are written and can be reviewed and commented upon at:
  • html/infrastructure/safe-passing-of-structured-data/shared-array-buffers/window-simple-success.https.html
• Implementation bugs are filed:
  • Chrome: N/A
  • Firefox: N/A
  • Safari: This falls under https://bugs.webkit.org/show_bug.cgi?id=171419, but https://bugs.webkit.org/show_bug.cgi?id=215407 is a necessary precondition.
