Alternative & preferred style sheet set concepts aren't defined in CSSOM #848

The following features and terms are defined in the CSSOM specifications:
[...]
<li><dfn data-noexport="">Alternative style sheet sets</dfn> and the <dfn data-noexport="">preferred style sheet set</dfn></li>

Currently CSSOM only seems to define the related terms "alternate flag" (of a CSS style sheet) and "preferred CSS style sheet set name".

@zcorpan if you could take care of this soon (although I guess you might still be on vacation? In which case of course afterward) that would be great, as it will impact our ability to spec WICG/webcomponents#535
