In whatwg/meta#65 we're updating most WHATWG repositories to use shared guidelines. It seems currently console doesn't really reference anything, but they're probably applicable?

In particular COMMITTING, CONTRIBUTING, and MAINTAINERS from https://github.com/whatwg/meta.
