feat: update lc to PostNAS 7.1

Automatic migration was done using the Gradle task 'migrate-lc'.

The existing diff-file was used to apply the already existing manual changes.
Therefore the namespaces used in the diff file were adjusted and when running the
task 'migrate-lc' the first time the command to create a new diff was deactivated.

Not all exisitng manual changes were applied as some of the manually done changes
are now covered by the new version of the adv alignment itself.

Additionally some filters on attribute 'gml_id' were manually updated, replace
'parent.artDerBebauung' with the PostNAS name 'parent.artderbebauung'.
