codec_parameters_fuzzy_searchwill try to match the locally configuredaptagainst theaptreceived in the offer. If the payload types differ this will not work. This change replaces the apt in the search with the original codec's payload type so they match.This is a port of a fix in pion: https://github.com/pion/webrtc/blob/8fbf8219ddbe6b81feb24999fb547eb415e95a54/mediaengine.go#L446
