What did you expect to happen? What happened instead?

The "Watch Crawl" tab of the workflow detail page shows an empty space when a crawl is active but not explicitly running. The edit crawl scale button is also enabled but doesn't show the dialog.

Reproduction instructions

  1. Log in as crawler
  2. Start a crawl and go to "Watch Crawl"
  3. Wait for crawl to finish. Observe that the tab is empty for the states following running
  4. Click "Edit Crawler Instances". Observe that the dialog is not shown
