Add a separate page for ml-autoclosed issues

The current UI for github issues in https://github.com/webcompat/web-bugs-private/issues?q=is%3Aissue+milestone%3Aml-autoclosed+is%3Aclosed requires one to open an issue page in order to see the content and change milestone as needed.

I think it would be beneficial to create a separate page with UI that would display URL - Browser and OS - Description/STR + have an ability to change a milestone if needed. That would allow to quickly "scan" issues that might be valid, but closed by the ml bot and move them to the accepted milestone.

This would only work for users who are authenticated and have access to https://github.com/webcompat/web-bugs-private/
