Revise “Encrypting Secret Data at Rest” (kubernetes#18810)

* Drop reference to old Kubernetes versions

At the time of writing, Kubernetes v1.13 is the oldest supported
version, and encryption-at-rest is no longer alpha.

* Tidy whitespace
