Update compiler to Delphi Version 11

Summary

Embarcadero requires users of their free Delphi Community Edition to renew our licenses each year. However, this year, the update included moving to the new compiler version.

Additional Details

This checkin will update the MorseRunner project files to include the version strings and reorganization made by the compiler. No other changes will be made.
