Add some callers (with respect to the Activity parameter) when a correct QSO is entered. After the QSO is logged, MRCE should add additional callers.
Motivation
Currently, the pileup count of active stations can drop down to zero. During a pileup simulation, it would be nice if the active stations stayed near the current Activity parameter.

This was previously implemented by @f6fvy back in 2018. The purpose now is to integrate this feature into MRCE.

Add callers to the pile-up when a QSO is done #260
Formally, no caller was added to a QSO was done, and hitting F1 several
times in a row was adding too many callers regarding the activity
setting.
With this mod:
1. New callers may be added once a QSO is entered.
2. The total number of callers is always respecting the activity setting
