Add crypto hardware survey in /background

Adds a crypto hardware survey to background. Probably not complete, but a good starting point.

Great contribution! Some comments (from meeting):

1. No link from readme to references page
2. Could merge the data from the references page into the main page, using links (with hidden URLs) from the product name, and including the manufacturer
3. We probably should fill this in with some additional devices, e.g. ESP32, Intel, etc. But this can be homework for others of us...
4. Need to relate this to options in LD-PROOFS for signing (and then we should figure out the best supported option to make the default)
