The note listed four SCs when it should have had five. That said, I wonder if "simply substitute" is actually helpful? Who is that instruction for? We (the WCAG2ICT Task Force) have actually already done the word substitutions, and it's not always been simple.

@mitchellevan @maryjom that is an understatement! I think we should drop the "simple" adjective. With 508 refresh NPRM, we got pushback on the general approach to just substitute words. We had to spell out the word substitution carefully and differently for non-web documents and non-web software. When it came to the Conformance Requirement for Complete Processes and software, we found it needed a re-write because a mere word substation was too convoluted. With 508, the literal word substitutions were simplified because (for non-web documents and software) we had exceptions for the four SC which used "sets of web pages". |
