The title is changed reflecting the concern that the challenges discussed
affect all web sites, not just large, complex, and highly dynamic ones. The
Abstract is modified to further explain the document's purpose. The urban
infrastructure analogy is removed from the Introduction. And, the third
paragraph at the head of the Challenge #1 section is edited to indicate
this is work in progress.
