Is the ‘descriptive title’ used for matching?

The identifier and descriptive title of all the atomic rules used in the expectations must be listed in the composite rule.

Is the descriptive title used for matching or searching? If so, how are two titles compared? E.g., is the text normalized?

We are not using the descriptive title for matching. We do require that "The identifier and descriptive title of all the atomic rules used in the expectations must be listed in the composite rule" mainly for better readability and understandability of the composite rules.
