Initialize project to validate structure of repos for W3C specs

Use list of spec repos from https://github.com/w3c/spec-dashboard/
Verify whether the said repos:
* have a w3c.json file
* have a valid contacts entry there
* have a LICENSE.md file
* have a CONTRIBUTING.md file
* have a README.md file
