This is a placeholder/reminder for #27.

Touch&TouchEvent constructor tests was temporarily added to blink (https://codereview.chromium.org/1415673004/) and also submitted to w3c (web-platform-tests/wpt#2299).

Need to remove blink tests and import from w3c after it's approved.
