Here is some information from Prof. Liang Jinbao from Inner Mongolia University of Technology. We might want to consider adding it to "Letterform slopes, weights, & italics", "Emphasis & highlighting", or "Text decoration & other inline features".

Originally, Mongolian did not have the concept of italics, and it is not used in modern times either. If there is a need to introduce the concept of italics from Western scripts into Mongolian, I suggest that it should tilt downward clockwise in vertical text and tilt right clockwise in horizontal text.

The concept of underline is more interesting. In vertical Mongolian, there is indeed such a situation, where a line is drawn on the right side of the vertical Mongolian text. This meets the normal requirements. But in horizontal Mongolian, should the underline be drawn on the top or the bottom? Either feels weird.

In Mongolian, emphasis can be expressed by changing the font or drawing a wavy line. Draw a wavy line at the bottom when writing horizontally, and draw a wavy line at the right when writing vertically.
