this is currently not defined in MathML Core, so this is just for MathML 4 |
Consensus from https://lists.w3.org/Archives/Public/public-mathml4/2019Mar/0026.html was to drop it from core and deprecate in full. I'm leaving this open because it still remains to:

@davidcarlisle I removed the remaining reference from core (it was not in the relaxng schema). I'm leaving the "need specification update" in case there is something to do for the full spec. |

This proposal is about removing the menclose notation "radical"

From the MathML in HTML5 appendix:
The “radical” notation of the
<menclose>
element is equivalent to the<msqrt>
element. Again, this adds duplicate logic for visual rendering and exposure to assistive technologies. In practice, the<msqrt>
