Complex numeric expression in vertically written text

In certain ebook from Kadokawa I have encountered the following way to express "-196°C" in the form of 縦中横 inside a vertically written book (first column in the screenshot). I feel like this is hard to comprehend when being put this way but is there better ways to express the number?

日本語でコメントさせていただきます． まずマイナスです．現在使用されている記号はちょっとわからない．マイナス （U+2212）ではないようです．U+002Dを全角台にしたU+FF0Dのようです．U+002D やU+FF0Dは線が短いのが欠点で，特にU+FF0Dは，その前後にアキも入る．間違い ではないが，使うならU+2212の方がいいでしょう．マイナス記号と数字の字間は ベタ組が原則的な配置方法です． U+002Dよりは，U+2212を用いた方がマイナスの意味ははっきりするでしょう．さ らに，好ましいかどうかは別にし，明確にマイナスを示したいということであれ ば，“マイナス”と片仮名にする方法が考えられます． “196”ですが，一般的にはアラビアス数字を縦中横にする場合，2桁までとする ことが多いので，一文字ごとに縦向きにする方法が考えられます． 最後の“℃”ですが，U+2103に合字にした記号がありますので，まあ，それでい いでしょう．昔の縦組の本では，“マイナスセ氏一九六度”みたいな表記にした のでしょうが，この著者は，そうしたくないのでしょうから，U+2103ということ でしょう． 別解として，欧文の単語を挿入するように，“−196°C”（ただし“°”と“C” の字間は詰める）または“−196℃”として，全体を横向きにする方法もあります． こういう問題は，どれが正解ということはないでしょう．日本語において，アラ ビア数字か漢数字か，単位は記号か，漢字，片仮名かという表記の問題は，理工 学書では，ある種の慣行がありますが，一般書では，ルールは緩やかです．組版 でも，見た目に安定している，読みやすいかどうか，という判断はありますが， 著者なり編集者の判断が重視されているのが現状でしょう． それにしても，見本は，太字（斜体），ゴシックとにぎやかですね．明朝体では， 少々のウエイトを変えても区別がはっきりしないので，斜体にしたのでしょうが ……

In sum, to vertically layout the "-196℃", @KobayashiToshi san recommends:

• Use U+2212 MINUS SIGN instead of U+FF0D FULLWIDTH HYPHEN-MINUS
• If it is three digits make each digit upright. Usually Tate-chu-yoko is recommended for up to two digits.
• Using the combining character "℃" is ok. Alternatively use "°" and "C" and make the whole part rotated 90° like English words.
• Alternatively, it could be spelled out like "マイナスセ氏一九六度".

He also explained that there is no definite right or wrong here. Certain genres of books have common rules but otherwise it is up to the author or the editor's discretion.
