Why is this appendix needed? Can it be maintained outside the spec (if someone wants to maintain these schemas)?
DTDs are very much obsolete technology and not adequate for checking document conformance.
The sections "XHTML plus WAI-ARIA DTD" and "HTML 4.01 plus WAI-ARIA DTD" are full or factual errors and confusing advice.
http://validator.w3.org/ checks for HTML+ARIA using the validator.nu conformance checker, which does not use DTDs. It implements the requirements from specification prose.
Authors should use
<!doctype html>
