while its been used in the past, the DID working group has since settled on JWK or base58..... I recommend using JWK, for any key that can be represented as a JWK.

We should update the spec to recommend against publicKeyHex moving forwward.

later the did wg changed its mind to publicKeyMultibase highlighting why choosing anything other than publicKeyJwk is dangerous.
