docs: update Volar to Vue - Official

Description of Problem

I have noticed several more places in docs where "Volar" is still referenced instead of "Vue - Official"

Proposed Solution

I tried to change all mentions in a consistent way

Additional Information

Some remarks / things to think about yet:

• some links point to VS Code extension marketplace page, some lead directly to GitHub repo (even the old one, getting redirected to vuejs/language-tools). Maybe it should also be unified? Or were there intentions with that?
• there are some mentions of WebStorm + Vue using "Volar" too. I didn't changed that, as I am not familiar with it.
• in Tooling there are also links to some special tools for sublime/vim, I guess their names stay for now, so I left them alone
