@sgdurham and @FlorisWu used ReCom to generate 2000 Iowa districting plans. Metrics tracked: - Average population deviation (per district) - % cut edges (relative to total edges) - Efficiency gap (2000 Presidential election) - Mean-median score (2000 Presidential election) - Minimum Polsby-Popper score (over all districts)

This PR adds data, notebooks, and results from our initial investigations into Pareto-optimal tradeoffs between various redistricting criteria in Iowa. (Potentially more to come from @sgdurham and @FlorisWu).
