The network_config type should have a :reconfigurable feature #1

It should not be assumed that any provider can reconfigure interfaces on the fly, and the :reconfigure parameter should depend on a feature being provided.

Not all network providers may be able to reconfigure interfaces on the
fly, so this parameter now depends on the provider being able to provide
this specific feature.
