I have tested loading openVIVO sampleData there is OutOfMemory exception for $CATALINA_OPTS=-Xms1024M -Xmx4096M with $CATALINA_OPTS=-Xms2048M -Xmx8192M data has been loaded successfully

What does this pull request do?
Reorganize sample data project, the goal is that the content of any sample data directory (testdata, i18n, openvivo, uf) can be installed in the same way by copying the content of the directory to VIVO_HOME/rdf/
