Fix upgrade test in release-20 by skipping tests

Description

During the PR #16637, we introduced a test TestInsertJson. This test is failing during the upgrade test in release-20.0, because it tries to run it with a new vtgate and old vttablet -

target: sks.-80.primary: vttablet: rpc error: code = InvalidArgument desc
