fix: Support legacy hierarchies described with hasHierarchy #649

The hierarchy described in the latest version of the cube "Öffentliche Ausgaben Test 3" from @FabianCretton uses hasHierarchy instead of inHierarchy. In the future, cube creator should create cubes with hasHierarchy.
